We specialize in security vessel leasing, repowering, rewiring, retrofitting, modification, and custom fabrication for government, military, and private-sector operations. Our expertise includes integrating advanced defense systems for complex maritime missions, supporting unique operational requirements such as helicopter-based sonar platforms, UUV launching systems, and autonomous vessel solutions for high-demand defense applications.

Tactical Marine Leasing brings extensive real-world operational experience through the management and deployment of a diverse fleet of over 30 military and security vessels, ranging from 24 to 40 feet and equipped with twin outboards, inboard/outboard propulsion, and single or twin diesel jet systems. Our vessels are configured for a wide range of mission profiles, including cabin and open-cockpit layouts with full head and galley options, V-berths, gensets, and air conditioning to support extended operations. We provide continuous 24/7/365 maritime security operations on both coasts of the United States and have accumulated more than 400,000 engine hours in direct support of U.S. Navy missions. In addition to fleet operations, we perform NAVSEA Standard Item 009-72 waterborne security services at major naval repair facilities such as BAE Systems and NASSCO, ensuring the protection of high-value naval assets. From guard boat services to high-speed special operations vessel leasing, our experience is built on sustained performance, operational reliability, and mission readiness in the most demanding maritime environments.

Justin Baumgartner
West Coast Director of Maintenance & Operations
Justin Baumgartner served twenty honorable years in the United States Coast Guard as a marine mechanic. During his tenure, he was a proven leader in the machinery technician field. He has completed several technical schools including Caterpillar, Paxman, and Yanmar Diesel engines, Honda Marine, Mercury Marine, and Evinrude multi-fuel engine schools. Along with Justin’s technical skill set, he oversaw multiple units and was a valuable asset for the Coast Guard’s engineering department. Throughout his career, Justin trained as a Federal Boarding Officer. One of his units included an elite tactical team that successfully prosecuted and confiscated over thirteen tons of illegal narcotics. We are very proud of Justin’s service to the country and honored to have him as part of the company.
David Campion
East Coast Director of Maintenance & Operations
David served twenty-four years of Honorable Service in the U.S. Coast Guard. Twenty-one years as a rated U.S. Coast Guard Machinery Technician specializing in Marine Propulsion Systems, Patrol Vessel Maintenance, and Commercial Vessel Inspections. Proven leadership and experience in the maritime industry, Engineering Department Head and Command Chief at U.S. Coast Guard Station Monterey, CA. Twelve years as JAXPORT Marine Patrol Unit Supervisor, patrol vessel operator, outboard mechanic, and vessel preventative maintenance technician.
Todd Reger

Todd graduated from NAU with a degree in Accounting and Finance and three minors, combining business expertise with a lifelong passion for the marine industry. Over the past 28+ years, he has specialized in vessel rewiring, repowering, and retrofitting for large yachts, government agencies, and high-profile defense clients. His experience includes retrofitting L-3 Communications’ HELRAS submarine helicopter sonar systems for global demonstrations, completing port security retrofit projects for the LA County Sheriff’s Department, supporting over 20 major film and television productions, revamping 17 SWCC vessels for U.S. agencies, developing UUV-support vessels for ProteQ as a GSA contractor, and providing eight consecutive years of 24/7/365 vessel maintenance for BAE/NASSCO on both coasts. Todd has also supplied vessels for the Sea Shepherd Conservation Group, supporting marine conservation efforts. Known for his hands-on leadership and technical precision, he continues to drive innovation, reliability, and operational excellence across every project.
